Press release: Regional Workshop for setting the parameters of the TOM²PRO software and its complementary modules and for training users

As part of the implementation of the financial management reforms of the Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB), NBA, through the Programme Regional Coordinating Unit (PRCU), is organising a Regional Workshop for setting the parameters of the TOM²PRO accounting software.
In accordance with the recommendations of the mid-term review mission by the Regional Component held from 31st May to 5th June, 2024, this initiative aims to ensure effective adaptation to the new accounting standards, in line with the SYCEBNL reference frame recently adopted by OHADA.

Under the aegis of the Executive Secretariat of the Niger Basin Authority (NBA), and with the support of the financing agreements signed with the African Development Bank (AfDB) in March 2019 and December 2021, this workshop represents a significant step forward in harmonising management practices within the Programme’s ten components (Benin, Burkina Faso, Cameroon, Côte d’Ivoire, Guinea, Mali, Niger, Nigeria, Chad and NBA). The aim is to ensure the production of financial statements in compliance with the requirements of SYCEBNL and the Green Climate Fund (GCF).
This workshop is designed to update and set the parameters of the software according to the new formats and funding categories. The expected results include the production of consolidated and reliable financial reports, the successful migration of accounting data to SYCEBNL, and the availability of real-time activity monitoring indicators.
Bringing together the National Coordinators, Monitoring and Evaluation Officers, Administrative and Financial Officers, as well as the PIDACC/NB Accountants from the nine PIDACC/NB country components and the ‘Regional Coordinating Unit, the regional workshop is intended as a framework for exchange and training on TOM²PRO, TOM2ETAFIN and TOM²MONITORING in order to link accounting management to the technical monitoring of PIDACC/NB activities.
SOFTWELL, Tomate’s official representative, has been asked to support PIDACC/NB in ensuring a smooth transition to a system that meets the specific technical and the projects’ financial requirements.
We are convinced that this initiative will significantly enhance operational efficiency and improve the performance of PIDACC/NB’s management units, laying a solid foundation for promoting transparency and accountability in managing our resources.

Press Release : Validation of the RCCAF-NB consensual legal text

The workshop, chaired by Mr. Wendémi Cyprien TIZAMBO, Director General, Water Resources and Coordinator of the National Focal Structure (NFS) in Burkina Faso, gathered a
diversity of participants from all the Member Countries of the Niger Basin Authority (NBA), which reflects the participatory, iterative and collaborative approach essential to this initiative.
Participants included multidisciplinary Representatives from the NBA Member Countries: Benin, Burkina Faso, Cameroon, Côte d'Ivoire, Guinea, Mali, Niger, Nigeria and Chad.
Representatives of several dams and dam projects, including Lagdo (Cameroon), Fomi (Guinea), Taoussa (Mali), Kandadji (Niger), Kainji and Jebba (Nigeria), also took part in the discussions.
The workshop was enriched by the presence of the Representatives of the African Development Bank, the GIZ, Executives of the NBA Executive Secretariat, members of the RCCAF/NB Ad Hoc Committee, the resource person responsible for drafting the RCCAF/NB Legal Texts, the Regional and National (BF) Coordinator of the users of the basin’s natural resources and resource persons.

Niger: Integrated Programme for Development and Adaptation to Climate Change in the Niger Basin mid-term results evaluated

The African Development Bank and the Niger Basin Authority (ABN) organized a regional workshop to evaluate the mid-term results of the Integrated Program for Development and Adaptation to Climate Change in the Niger Basin (PIDACC/BN), in Niamey on 28 May 2024. The workshop was opened by Niger’s Minister for Water, Sanitation and the Environment, Maizama Abdoulaye.
The program, which runs from 2019 to 2025, aims to strengthen the population’s resilience to climate change in the nine Niger Basin countries: Benin, Burkina Faso, Cameroon, Côte d’Ivoire, Guinea, Mali, Niger, Nigeria and Chad.
The workshop was an opportunity to examine the physical and financial progress of the national and regional components, the program’s institutional arrangements and implementation approaches, and the application of procurement procedures. It was also a chance to assess progress and the time needed to adjust procurement procedures to speed up post-review activities.
A series of recommendations and strategic guidance emerged, particularly regarding activity costs and program length. The aim is to implement several activities, including those relating to community or multi-purpose infrastructure, and community-led development sub-projects.
The Integrated Programme for Development and Adaptation to Climate Change in the Niger Basin costs approximately USD 218.66 million. Of that amount, USD 77.55 million is being funded by the African Development Bank Group through the African Development Fund, USD 67.80 million is being financed by the Green Climate Fund, the European Union is providing EUR 14.60 million, the Global Environment Facility is funding USD 12.01 million and the Strategic Climate Fund is providing USD 9 million. Government counterpart funding from the nine countries in the Basin Authority and the beneficiaries amounts to USD 33.42 million. The German Development Agency, through the German Development Bank KFW, is providing matching funding of EUR 10 million for the Mali component and EUR 14 million for the Guinea component.
