A.GENERALITIES
The World Bank, through a CIWA (Cooperation in International Waters in Africa) grant, estimated at 7.5 million US Dollars, is planning to support the Niger Basin Authority (NBA) to strengthen the regional cooperation institutional framework on water resources in the Niger River basin. The technical assistance project being prepared (the Niger River Basin Management Project) includes two components:
- Component 1: Strengthening the Niger Basin Authority for sustainably delivering its core mandate;
- Component 2: Facilitating decision-making within the framework of the Fomi Multipurpose Dam Project preparation process.
The Niger River Basin Management Project is planned to be implemented in five years (January 2015 – December 2019).

B.COMPLIANCE WITH ENVIRONMENTAL AND SOCIAL SAFEGUARD PROVISIONS AND PROCEDURES
The Project being prepared is a technical assistance to NBA and it will not finance any physical construction on the field. Within the framework of component 2 of the said Project, following the development of a common vision and an exhaustive roadmap on the steps of the preparation of the Fomi multipurpose dam Project, partners can discuss and initiate complementary studies which could better help them in making decisions. Since the ToRs of those studies could only be developed once the latter have been defined during the implementation of the project, the Environmental and Social Management Framework (ESMF) of the Water Resources Development and Sustainable Ecosystems Management Programme (WRDSEM-P/NBA), which is being implemented and which includes the financing of the updating of the Fomi multipurpose dam technical and environmental studies, has been updated so as to cover the objective and components of the Niger River Basin Management Project.
In line with the Water Charter of the Niger Basin and the operational procedures of the World Bank, the Executive Secretariat of the Niger Basin Authority has approved the updated ESMF of WRDSEM-P.
