Niamey, March 21, 2019, in the Conference Hall of the Technical Directorate: Ceremony for Signing the Grant Agreements for the funding of the Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB) between NBA and AfDB
This morning’s ceremony is devoted not only to the accomplishment of a long process for preparing the Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB), for a total amount of over 132 billion CFA francs, but also to the triggering of the effective implementation of Niger Basin’s Climate Resilience Investment Plan (CRIP).
In fact, PIDACC/NB, the first programme for implementing CRIP/OP, includes concrete actions meant to contribute to strengthening resilience to climate change in the Niger Basin. The overall objective of the Programme is to contribute to improving the resilience of Niger River's ecosystems and populations through a sustainable management of natural resources.
Specifically, the Programme aims at: (i) reducing Niger River’s silting process; (ii) improving populations’ capacity to adapt to climate change and; (iii) improving the management of natural resources and the integrated management of ecosystems, the protection of biodiversity and the restoration of soil fertility.
The programme is structured around the following three components: (i) Development of the resilience of resources and ecosystems; (ii) Building the resilience of populations and; (iii) Programme coordination and management. Gender and the protection of the environment are integrated as cross-cutting issues in all components.
It was in a lively and radiant room that the Resident Representative of the African Development Bank (AfDB) in Niger and the Executive Secretary of the Niger Basin Authority (NBA) signed the Grant Financing Agreements for an amount of 9.6 million dollars in the presence of NBA Executives and the media. Both parties strongly expressed their wish that the acts taken that morning would trigger real actions for strengthening the resilience of Niger Basin’s populations and ecosystems to climate change. They also seized the opportunity to thank and congratulate AfDB and NBA teams for their commitment to improving the living conditions of the basin’s populations and to protecting Niger River’s Ecosystems.
