Position: PIDACC/NB Integrated Monitoring and Evaluation Expert

Background and rationale: In order to implement the integrative results-based management approach, NBA has undertaken, with the support of the AfDB, to design an integrated and computerized monitoring and evaluation system, including a technical and financial monitoring giving account of the accountability of expenditure and making it possible to trace the evidence of performance throughout the results chain.
To enable the PRCU to carry out its activities in a coordinated manner with those of the country PNCUs, NBA is seeking to recruit an international M&E Expert, responsible for the service responsible for setting up and supporting the operation of the PIDACC M&E integrated system, in accordance with the management rules and financial procedures for the execution and M&E of African Development Bank (AfDB) projects.


1. Professional and academic qualifications : The consultant must justify at least a diploma equivalent to BAC+5 in Planning, Economics, Development Economics, Rural Economics, Land Planning, Development Management or related relevant field.


2. Job requirements:
The Expert must have:
• A solid knowledge in rural development, with particular experience in the field of planning and M&E mastery of the concept and practice of the logical framework, and monitoring and evaluation of programmes and projects in the WAEMU and CEMAC;  
• A minimum of ten (10) years of appropriate professional experience in setting up a planning and/or project and programme management system combined with M&E, particularly the management of databases and dashboards from the reference situation.
• Have a minimum of Five (5) years of appropriate/relevant professional experience in the implementation of integrated monitoring and evaluation systems for multi-project, multi-donor and multi-site programmes with a technical-financial monitoring component;
• Having completed at least a practical training (provide the certificate) in software configuration and/or management of computerized M&E systems including a management system with technical and financial monitoring would be an asset;
•  Having experience of two (2) successful projects/programmes at least over the last ten (10) years implementing software mastery integrating technical and financial monitoring would be an advantage;
• Good knowledge of survey techniques, use of IT tools (Word, Excel) and use of databases, particularly with statistical software;
• Abilities: Excellent command of the French language and functional in English.

3. Application file: The application files must include the following documents:

- A recent and detailed curriculum vitae;
- A copy of employment or service certificates or attestation;
- Two (2) passport-sized photographs.

4. Execution and venue of the assignment :
The venue for the assignment is Niamey, at the headquarters of the PIDACC/NB Regional Coordination Unit. But he/she will be expected to carry out field trips in Niger, and if necessary, outside Niger, particularly for possible support to the PNCU.
The contract is for a remaining period of five (5) years, with a probationary period of six (6) months. The expert is subject to an annual performance evaluation which may or may not be a condition for continuation of the contract.
