The services planned under this contract include:

• - The administrative management procedures and tools developed with the contribution of NBA partners;

• - The accounting and financial management procedures and tools developed with the contribution of NBA partners;
• - The accounting plan for accounting documents;
• - The procedures for evaluating and accounting beneficiaries’ contributions in kind;
• - The specific procedures for transferring and accounting for resources in the form of advances, particularly between the NBA and beneficiary countries;
• - The posting specifications for receiving member countries’ contributions;
• - The elements to be taken into account in the revenue budget (case of contribution arrears and cash surplus);
• - The procedures for consolidating project accounts with that of the Executive Secretariat;
• - The updated procurement regulations.

In addition, the consultant shall:

• - take part in the Council of Ministers session to present the documents;
• - take part in the regional workshop to validate the manual and the procurement regulations before the Council of Ministers session;
• - finalize the Administrative, Financial and Accounting Procedures Manual and the Procurement Regulations taking into account any amendments made by the Council of Ministers, and then present it to the Executive Secretariat in a feedback meeting.
