he Executive Secretariat is the Executing Organ ofthe Authority.
2. It is directed by an Executive Secretary appointed by the Summit of Heads of State and Government, upon the recommendation ofthe Council of Ministers, for a period of four years renewable only once. Each member State can present a candidate for the post of Executive
Secretary.
3. The Executive Secretary is the Chief Executive of the Executive Secretariat of the Authority.
4. The Executive Secretary is relieved of his functions by the Summit upon the recommendation ofthe Council of Ministers.
6. In the exercise of his functions, the Executive Secretary is answerable to the High Authorities of the Authority. The other officers of the Secretariat are answerable to the Executive Secretary.
7. The Executive Secretary is in charge of the administration of the Authority and all its structures for implementation ofthe decisions taken by the Higher Authorities.

To this end, he is mandated particularly:
a) to undertake all works and studies to ensure attainment of the objectives of the Authority.
b) to make all appropriate proposals capable of contributing to harmonious development ofthe Authority.

1. The Technical Committee of Experts is composed of representatives of the Member;States. Its mandate is :
a) to prepare the sessions ofthe Council ofMinisters;
b) to submit reports and recommendations to the Council of Ministers.

2. The Technical Committee of Experts meets at the request of the Executive Secretariat according to a calendar approved by the Council of Ministers.

3. Any other meeting of the Technical Committee of Experts should be approved by the Chainnan ofthe Council ofMinisters.

1. The Council of Ministers of the Authority, hereinafter referred to as «the Council », is the control organ of the Authority. It is composed of Ministers or their duly accredited representatives at the rate of one vote per member State. Each Minister may be assisted by
experts.
2. The Council is responsible for monitoring the activities of the Executive Secretariat and reports to the Summit on the activities. It prepares the Sessions of the Summit, examines all issues, deals with matters submitted to it and, in turns, submit recommendations to the
Summit.
3. The Council meets once a year in ordinary session. Quorum is fonned by simple majority. Recommendations and resolutions are adopted by consensus.
4. The Council meets in the countries assuming the current Chainnanship, failing that,in the Headquarters country or in any other place as may be indicated by the Chainnan of the Summit. The Chainnan has a two-year tenn. In between the sessions, he represents the Council.
5. He takes decisions in accordance with the directives of the Summit and within the limits of the powers delegated to him. The chairmanship is assumed in turns following the alphabetical order of the name of the countries in French.

1. The Summit of Heads of State and Government of the Authority, hereinafter referred
to as « the Summit» is the Supreme orientation and decision-making Organ..
2. The Summit is composed of Heads of State and Government or their duly accredited representatives.
3. The Summit defines the general orientation of the development policy of the Authority and controls the latter's executive functions with a view to attaining its objectives.
4. It meets once every two years in Ordinary Session in the Member State assuming the chairmanship. Quorum is formed by simple majority.
5 The Summit may meet in extraordinary session at the request ofthe current chairman or a member State.
6. The decisions and directives ofthe Summit are binding on all the institutions of the Authority.
7. The Summit gives final ruling on any issue that has not been resolved at the level of the Council of Ministers.

8. Unless it decides otherwise, the Summit elects a Chairman, in turns, among the Heads of State and Government of the member countries following the alphabetical order of the name of the States in French, for a two-year tenn. In between two Sessions the Chainnan
represents the Summit and takes decisions falling within his competence in the interest and for the smooth running ofthe Organisation.
