Hydrological Satellite Project (SATH) Regional Coordinator : Mr. Bachir Alkali TANIMOUN Contexte The implementation of the project: "Satellite-based Water Resources Monitoring and Flow Forecasting System in the River Basin" within the framework of the Hydrological Satellite Project (SATH) in the Niger Basin has started. The Project was developed by the Niger Basin Authority (NBA) in collaboration with EARS and UNESCO-IHE in Delft, the Netherlands and is being implemented in the Niger Basin.The SATH-ABN project is a satellite-based data and information collection system on hydrology, meteorology and agriculture, as well as monitoring the impact of climate change, floods and droughts in the Niger Basin. Its aim is to improve knowledge of water resources, guiding disaster risk prevention related to floods and droughts, food security, and the protection of the environment and ecosystems in the Niger Basin.It aligns with the objectives of the Kingdom of the Netherlands to strengthen the institutional capacities of national and sub-regional bodies to formulate and implement effective climate-sensitive policies through the production and wide dissemination of reliable and high-quality climate information, with priority given to regional projects to encourage capacity building, cooperation and coherence at the regional level. The Niger River Basin faces significant development challenges, exacerbated by the effects of climate change. Climate variability contributes to high interannual variability in the Niger River flows and a reduction in the storage capacity of structural dams, resulting in water stress, erosion and siltation that cause flooding.Furthermore, the low density of the automatic transmission equipment observation network in the Niger Basin and the lack of resources to support infrastructure management limit the capacity of the Niger Basin Authority (NBA) to adequately monitor water resources and produce flow forecasts to improve disaster preparedness. In this regard, the SATH-NBA project aims to strengthen the capacity of the NBA by establishing a satellite-based hydrological monitoring and disaster risk reduction system to support the water resources monitoring and hydrological forecasting system in the Niger Basin.Thus, to ensure the monitoring role of the natural resources of the Niger Basin, the ABN has set up this system for monitoring and preventing disaster risks linked to floods and droughts based on satellite images through the SATH/ABN project , which aims to support the ABN in the collection of hydroclimatic data, capacity building and the establishment of a system for monitoring water resources and forecasting flows by satellite.The project is aligned with the principles set out in the main NBA initiatives, policies and programs adopted by the governments of the beneficiary countries, including the Niger River Basin sectoral strategies and priorities in terms of water resources development, sustainable natural resource management, ecosystem protection and adaptation to climate change. The aim of the project is to improve knowledge of water resources guiding disaster risk reduction related to floods and droughts, food security as well as environmental and ecosystem protection. OVERALL OBJECTIVE The overall objective of the project is to support the NBA in collecting hydroclimatic data, building capacity and establishing a system for monitoring water resources and forecasting flows by satellite in the Niger River basin.SPECIFIC OBJECTIVESSO1: Establish a system for monitoring water resources and forecasting flows using satellite imagery in the Niger Basin,SO2: Strengthen the hydrometeorological observation networks and the technical and institutional capacities of the NBA,SO3: Disseminate relevant information across the basin, accessible to all categories of users,SO4: Promote the use of satellite data in monitoring water resources in the Niger Basin and disaster prevention.The use of satellite-based technology in hydrology will strengthen the NBA's data collection capabilities to improve methods for developing hydroclimatic information needed for decision-making. Mastering this technology will also enable effective monitoring of floods, droughts and climate variability in the Niger Basin. RESULTS ACHIEVED The implementation of the project will achieve the following results:a water resources monitoring and flow forecasting system using satellite imagery in the Niger Basin established and operational;the hydrometeorological observation networks and the technical and institutional capacities of the SHNs and DMNs of the NBA member states are strengthened;the use of satellite data in monitoring water resources in the Niger Basin and preventing natural disasters is popularized;climate information products related to floods and droughts at the basin level, accessible to all categories of users, are developed and disseminated.These results will enable better adaptation of users to the impacts of climate change and variability for a significant reduction of poverty in the Niger Basin. The satellite information system on water resources in the Niger Basin, once appropriated by the NBA, constitutes a powerful decision-making tool because it will make it possible to address information products relating to integrated water management and environmental protection in the basin to enable the NBA to fully play its role as a transboundary basin organization. Component 1: Development and implementation of a satellite-based RE monitoring system in the Niger Basin This component will establish an innovative high-tech system for monitoring water resources in the Niger Basin. It aims to strengthen the development of flood and drought forecasting, and provide technical training to NBA experts and technicians from Member States on the appropriation of a satellite information management system for monitoring water resources and forecasting flows using satellite imagery in the Niger River Basin. Component 2: Operationalization of the Satellite Water Resources Monitoring System This component aims to modernize outdated technologies and rehabilitate equipment for collecting, processing, and archiving hydroclimatic data to ensure effective hydrological monitoring of the Niger River and its tributaries. The NBA will be equipped with a satellite hydrological monitoring system to complement existing data collection, transmission, and development systems. However, weaknesses have been noted that call into question the sustainability of this activity. This is mainly due to a lack of maintenance and upkeep of equipment by the countries, acts of vandalism, insecurity, etc. In view of this, innovative solutions must be sought to ensure the sustainability of hydrological monitoring, which remains a central function of the NBA.Furthermore, to ensure the monitoring role of the natural resources of the Niger Basin, a satellite-based system for monitoring and preventing disaster risks related to floods and droughts has been developed and implemented. Hence, the operationalization of this system is crucial for the NBA in view of the multiple challenges facing the Niger Basin in light of climate change. Component 3: Development and dissemination of hydroclimatic information products for decision-making This component aims to strengthen the development of flood and drought forecasts. This step will allow mapping of climate risks and vulnerability in the basin. Monitoring indicators for these risks will be developed and finally produce multi-risk tools for end users. The activities of this component also aim to inform and raise awareness among decision-makers, experts and end users of hydroclimatic information in order to effectively disseminate bulletins resulting from the exploitation of satellite images. The dissemination of the products developed is one of the main activities in disaster risk prevention and management in the basin. Water users, national meteorological and hydrological services, disaster risk management agencies and appropriate communication channels (public and private media) will be involved in disseminating and publishing alerts with the aim of improving the resilience of the population of the Niger Basin to climate change. Also, actions of: (i) raising awareness among users, decision-makers and women on the risks of disasters linked to floods and droughts are envisaged to inform decision-making and (ii) technical training of NBA experts and water stakeholders from Member States on the appropriation of the satellite information management system in order to properly monitor water resources and forecast flows using satellite imagery in the Niger River basin. Component 4: Project coordination and management This component will be responsible for setting up the project team through staffing and acquiring work equipment. The coordination will ensure project management, operational planning and monitoring of the execution of daily activities. It will ensure good financial management of the resources allocated to the project. It will also ensure the strengthening of institutional relations, the organization of steering committee meetings and project audit missions. Activities include (i) Monitoring and Evaluation; (ii) Audit and Financial Management; and (iii) Operational Support. PROJECT BUDGETThe implementation of the project includes three (3) phases, namely: (i) a development phase; (ii) an implementation phase and (iii) an operation and maintenance phase.The development phase for the preparation of the project document by the consultant EARS for an amount of 42,280 Euros in 2011; completedThe implementation phase is estimated at 4,043,831 Euros over a period of 3 years. The donor ORIO-EVD has granted an amount of 2,783,290 Euros representing approximately 49.86% in the form of a Grant and the NBA will have to provide in-kind services estimated at 1,887,604 Euros representing 46.68%. The two technical implementing partners (EARS and UNESCO-IHE) will have to provide 100,000 Euros and 40,000 Euros respectively corresponding to 2.47% and 0.99%. The development, implementation and operationalization of a satellite data reception and processing system at the ABN headquartersthe acquisition of equipment (working machines, data storage and processing server and an image reception antenna);the development/calibration-validation of two models: (i) a climate model for the energy balance of water and (ii) a large-scale hydrological model (rainfall-flow) for forecasts.b. Capacity building of NBA experts and member countriesworkshops for end users, more than 800 stakeholders (including NBA experts and national experts, users and decision-makers) on the use of satellite data in monitoring water resources in the Niger Basin and preventing disaster risks related to floods and droughts;the supply of computer and hydrometric equipment: (i) 50 computer equipment kits (desktop computers + laptops and printers) for the benefit of the Technical Services, Coordination of National Focal Structures (SFN), National Coordination of Users of Natural Resources of the Niger Basin (UNC/RCU) and (ii) 10 new hydrological observation stations with automatic transmission;maintenance of hydroclimatic stations to support the collection, management and processing of field data; andmeasurements from priority stations and data collection for calibration/validation of satellite data.c. Production and dissemination of hydroclimatic data and information for decision-makingthe production and distribution of alert bulletins and hydroclimatic notes on floods and droughts;the establishment of a communication platform on the dissemination of information and forecasts of disaster risks in member countries;the creation of a regional hydroclimatic database;the development of a website and an FTP site for the dissemination of climate products and information http://www.sath.abn.ne/;the development of the new ABN domain to archive and secure ABN data and information.PHASE II OF THE “OPERATION AND MAINTENANCE”This operation and maintenance phase, which began in 2020, consists of consolidating the achievements and supporting the ABN for the next five (5) years. It is estimated at 2,783,290 Euros, of which the donor is providing funding of 765,590 euros, representing 27.51 % of the total cost in the form of a donation , and the ABN will provide in-kind services estimated at 2,017,700 euros, representing 72.49%.The main activities to be carried out during this phase are as follows:training of dedicated ABN experts for the sustainability of the system;support for the implementation of project activities;the acquisition of equipment and software for the sustainability of the system;improvement and regular updating of tools (developed models).
