The mission commends the progress made by the PIDACC/NB Component in Nigeria and “calls for accelerating the implementation and strengthening closer monitoring”
Abuja, 20th October, 2026

PIDACC Supervision Nigeria 1
The PIDACC/NB-Nigeria Component has significantly accelerated its implementation since 2023: in October 2026, its disbursement rate has reached about 30% and its physical implementation rate 40%. Following a technical and financial monitoring mission that concluded on 20th October in Abuja, the Regional Coordinating Unit (RCU) welcomed this progress while calling for an acceleration of the works and for greater mobilisation of national counterpart resources.

The technical and financial supervision mission of PIDACC/NB’s RCU, which concluded on 20th October in Abuja, lasted one week. Its findings were presented to the national Authorities during a meeting chaired by the Coordinator of the NBA National Focal Structure (NFS) in Nigeria, Mr. Robert A. UMEZULIKE.

To recall, the Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB) contributes to strengthening the integrated and climate-resilient development of communities and ecosystems in the Nigerian part of the Niger Basin.

Globally satisfactory progress made
In Nigeria, the disbursement rate for the component rose from 7.95% in November 2023 to about 30% in October 2026; the physical implementation went from 14.9% to 40%, while the financial achievement rate rose from 6% in 2023 to 28% over the same period.” These results demonstrate an acceleration in implementing the national component.

The mission, however, called for further intensified efforts to complete, within the planned timeframes, the soil and water conservation works, as well as community infrastructures, which still require technical adjustments and rigorous monitoring by the national Authorities and those of the Niger Basin, with a view to consolidating the achievements.

Strengthening coordination, monitoring and resources
To improve implementation, the mission recommends to strengthen communication among the Programme Team, the Sub-Basin Coordinators, the relevant technical services and the beneficiary communities. It also recommends continued close monitoring by the thematic Experts within the Programme National Coordinating Unit (PNCU), the Ad Hoc Committee set up by the NFS and the Technical Assistant deployed to support the PNCU.

The mobilisation of Sub-Basin stakeholders, particularly the Coordinators and beneficiary communities, is deemed essential for accelerating field activities. The mission also emphasised the urgency of mobilising and securing the national counterpart funds, which are necessary to achieve the Programme’s results and meet its key indicators.

Mobilised Nigerian Authorities : highly commended strong political commitment and support

During the debriefing meeting chaired by the National Coordinator of the National Focal Structure (NFS) and PIDACC/NB-Nigeria’ Strategic Coordinator, Mr. Robert A. UMEZULIKE, in the presence of his staff, the Head of the mission commended the involvement, commitment and support of the Nigerian Authorities. “Nigeria set up an Ad Hoc Committee tasked with supporting the acceleration of the implementation of PIDACC/NB,” the Head of the mission noted, while calling for greater mobilisation of the national counterpart funds, the level of which is still low. This initiative meets the recommendations made following the high-level Mission led in May 2026 by the NBA Executive Secretary, H.E. Kocou Armand HOUANYE. The mission however called for further mobilisation and redeployment of the Programme’s technical Experts on the field to support communities in effectively and efficiently executing the works entrusted to them.

Thanks and prospects
Both parties agreed on the importance of a forthcoming regional supervision mission by the end of 2026, emphasising that such missions serve as both monitoring tools and capacity-building opportunities.

The mission expressed its gratitude to the national Authorities and the PIDACC/NB National Coordinating Unit for their hospitality, availability and collaboration which helped to achieve the mission’s results.

The mission satisfactory noticed:
- The strong involvement of the national Authorities in the monitoring and implementation of PIDACC/NB, through the establishment of an Ad Hoc Committee to support the PNCU;
- The commitments made by the Authorities to support the implementation of PIDACC/NB and to help “regreening” the indicators so as to ensure the Programme’s continuation and to speed up the mobilisation of the national counterpart funds for enhancing the Programme’s implementation;
- The commitments made for greater involvement of the Sub-Basin Coordinators for climate resilience in the Niger Basin, as well as of the proximity technical services that coach PIDACC/NB beneficiaries on a daily basis.
