  • qxio-plus The Summit of Heads of State and Government

    1. The Summit of Heads of State and Government of the Authority, hereinafter referred to as “the Summit” is the Supreme guidance and decision-making Body.

    2. The Summit is made up of the Heads of State and Government or their duly authorised representatives.

    3. The Summit defines general guidance for the Authority’s development policy and ensures the control of its executive functions with a view to achieving its objectives.

    4. It meets once every two years in Ordinary Session in the member country holding the chairmanship. A quorum is reached by simple majority.

    5. The Summit may meet in Extraordinary Session at the request of either the Chairperson in-office or any member country.

    6. The Decisions and Guidance of the Summit are binding on all the institutions of the Authority.

    7. The Summit gives final ruling on any matter which has not been resolved at the level of the Council of Ministers.

    8. Unless it decides otherwise, the Summit elects a Chairperson, in turns, among the member countries’ Heads of State and Government, following the alphabetical order of the name of the countries in French, for a two-year tenure. Between two Sessions, the Chairperson shall represent the Summit and take decisions falling within his/her powers in the interest and for the smooth running of the Organisation.
