Gathered at the Headquarters of the Niger Basin Authority (NBA) from 31st August to 4th September, 2026, the Managers and Experts of the Executive Secretariat are taking part in a training workshop on Results-Based Management (RBM) and Monitoring-Evaluation. Supported by the GIZ “Support to NBA” Project, this training aims to strengthen the participants’ capacity to ensuring that every intervention produces measurable results and sustainable impacts for the benefit of the Niger Basin’s people and ecosystems.

In his opening remark, His Excellency Mr. Kocou Armand HOUANYE, the NBA Executive Secretary, recalled that the improvement of institutional performance is one of the key priorities of his tenure.

“It is not simply a matter of implementing activities. We must make sure that such activities produce concrete results and measurable impacts on the welfare of the people living in the Niger Basin”, he emphasized.

The Executive Secretary highlighted the progress made in recent months, particularly the adoption of the Strategic Plan 2026–2030 and its Operational Plan, which now serve as the guiding principles for the Institution’s interventions. In his view, the successful implementation of these strategic documents requires not only the effective mobilisation of resources, but also a strengthened capacity for measuring both the achievements made and the changes produced on the field.

Asking participants about the real impact of the NBA’s actions, he emphasised the need to assess the progress made in terms of ecosystem conservation, community resilience to climate change and improved food security in the Basin.

“We must keep a constant eye on the results chain, from the implemented activities to the expected effects and impacts at regional, national and local levels,” he stated.

In attendance at the opening of the workshop, Mrs. Aïchatou Maigari, Technical Adviser of the GIZ “Support to NBA” Project, highlighted the strategic importance of this capacity-building session.

According to her, the training will enable participants to better integrate the RBM principles into the Institution’ strategic documents, projects and programmes. It will also help foster a genuine evidence-based management culture geared towards the effective delivery of expected results – an absolute requirement for improving the effectiveness of interventions and strengthening accountability towards member countries and Technical and Financial Partners.

For five days, participants will revisit the RBM’s basic concepts, familiarise themselves with the practical planning, monitoring and evaluation tools, and build their skills to better support the implementation of the NBA’ Strategic Plan 2026–2030, centred on its Operational Plan over the same period.

Through this initiative, the NBA reaffirms its commitment to consolidating governance centred on performance, continuous learning and sustainable impact, for the Niger Basin’s resilient and inclusive sustainable development.
