Virtual and face-to-face mixed meeting prepatory to the first meeting of the RCCAF/PES AD HOC Committee

On Thursday, March 18th, 2021 a virtual meeting was held between the members of the Ad Hoc Committee responsible for the operationalization of the Regional Climate Change Adaptation Fund and the Payments for Environmental Service (RCCAF/PES) mechanism. The African Development Bank (AfDB), Niger Basin Autority (NBA), the Regional and Nationals Coordinations of the Program Integrated for Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB), under the Chairmanship of the Executive Secretary M. ABDERAHIM Bireme Hamid.

The items on the agenda :

  • - Presentation of the Committee members and other partners ;
  • - Presentation of the ADB vision on the RCCF/PES ;
  • - Presentation of the attribution and missions of the Ad Hoc Committee of RCCAF/PES ;
  • - Exchange, harmonization of understanding of the objectives assigned to the committee
  • - Definition of the intervention strategy of the committe’s mission.

PIDACC Niger

As part of the implementation of the Program Integrated for Development and Adaptation to Climate Change in the Niger Basin (IPCCD/NB) Niger Component, the African Development Bank (AfDB) and its partners are financing several activities in the breeding sector, which remains the second main activity of the rural populations and the second source of hard currency for the country after attractive industries.
Despite the considerable role played by this sector in the economy of Niger, its practice encounters enormous difficulties, among which we can cite, among others: the occupation of the pastoral enclaves by agricultural activities, the gradual decline in the nutritional value of the pastures and the frequency of the epizootics. In view of all these constraints, the Nigerien Government adopted in July 2013, a Strategy for the Sustainable Development of the Livestock (SSDLi) 2013-2035, together with its Action Plan for the period of 2013-2015, with the objective of make this sector more productive and competitive. As part of this strategy, the PIDACC/NB Niger Component plans to finance the development of pastoral areas, the rehabilitation of the pastoral infrastructure, the creation of the zootechnical input banks, the creation of vaccination corridors parks, the practice of the crops. fodder, the creation of fodder markets in the Dosso and Tahoua regions. To implement these activities, the NCPU organized a joint mission to clarify the status and the secure pastoral sites in the rural municipalities of the Matankari and Soucoucoutane/Department of Dogon Doutchi/region of Dosso.

This mission saw the participation of the administrative, communal and customary authorities, the representative of the Regional Council, the executives of the technical livestock services and land commissions.

Synthetic presentation of the project by beneficiary countries and regional coordination

Program Integrated for Development and Adaptation to Climate Change in the Niger Basin (IPCCCD/NB)

In the concretization of its mandate to "Promote the protection and the rational and sustainable exploitation of this natural resource that constitutes the river area", the NBA initiated in 2019, with the financial support of the several partners, including the AfDB, the implementation of a vast "Program Integrated for Development and Adaptation to Climate Change in the Niger Basin (IPCCCD/NB)".

The main challenges facing the Programme relate to: (i) the silting of the Niger River, mainly linked to wind and water erosion from upstream to downstream, from Guinea to Nigeria; (ii) ensuring shared and the rational management of the water resources; (iii) the developing of the resilience of ecosystems, the natural resources and the populations supported by climate change adaptation measures; and (iv) the rehabilitation of the navigation sections in order to strengthen trade between certain Member Country.
The Program is structured around three components : (i) Ecosystem and the natural resource resilience development (ii) Population resilience development; and (iii) Program coordination and management. Gender and environmental protection issues are integrated across all components.
The projected duration of the PIDACC/NB is 6 years. Its total cost, including taxes and customs contingencies, is estimated at CFAF 120 billion financed by the Afdb and its partners. To this is added an amount of 24 Million Euros financed by the German Financial Cooperation for the benefit of Guinea (14 Million) and Mali (10 million) through the KFW.

Preliminary studies of multipurpose infrastructure of PIDACC

The Niger River basin is shared by nine countries: Benin, Burkina Faso, Cameroon, CĂ´te d'Ivoire, Guinea, Niger, Nigeria and Chad. It is of vital importance to the riparian populations and economies of the member countries of the Niger Basin Authority (NBA); it fulfills multiple vital functions for both water supply and for the development of many economic activities (agriculture, livestock, forestry, fishing, industry, mining, energy, navigation, tourism, crafts ...).
The climatic aridification and the decline in observed river flows in the basin over several decades, associated locally with land pressure, have significantly contributed to the widespread degradation of natural resources, the destruction of vegetation cover and the aggravation of water and wind erosion, and silting of watercourses.
