Project N° P149714: Niger River Basin Management Project Consultancy Service: Study on advanced modeling of impacts on ecosystem services in the Niger Inner Delta (NID)
13.   The Niger Basin Authority (NBA) has received a grant from the International Development Association (IDA) acting as Administrator of the Multi-Donor Trust Fund on Cooperation in International Waters in Africa (CIWA) to finance the "Niger River Basin Management Project". 14.   The NBA is intending to use part of the grant for consulting services related to the study on advanced modelling of the impacts of infrastructure development upstream the NID on ecosystem services in the NID. The study will be structured around the following three major phases: (i) scoping; (ii) hydrodynamic modelling and (iii) development of a model to assess ecosystem and livelihood services. 15.   The objectives of this study are to: -   provide the NBA and its Member States with a model to better characterize and understand the functioning of the NID (both at environmental and socio-economic levels), and especially its responses to the phenomena of flood and flood recession and to anthropogenic factors that may influence it; and enable the NBA to use this tool in the future; -   provide useful information for decision making by the member countries of the Niger Basin Authority (NBA), especially by the Governments of Guinea and Mali, regarding trade-offs around the design and operation parameters of hydraulic works or activities interacting with the NID (eg Fomi dam and irrigation development in the Office du Niger); -   train NBA staff to operate and use the model. 16.   The duration of the assignment is eighteen (18) months, overall. 17.   The Niger Basin Authority (NBA) is hereby calling for expressions of interest from eligible applicants including consulting firms with proven experience in areas related to the services described above. 18.   Consultants may associate specifying the leader. 19.   Consultants must have experience in: a.   development and field calibration of hydrodynamic and socio-economic models taking into account ecosystem services; b.   Integrated Water Resources Management (IWRM) on the scale of a transboundary river basin and its technical aspects. 20.   Experience in Sub-Saharan Africa is an asset. 21.   Consultants shall be able to work in French and English, the two working languages of the NBA. 22.   Interested consultants must provide relevant information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar fields and conditions, availability of appropriate skills among staff, etc.). 23.   One consultant will be selected in accordance with the procedures defined in the Guidelines "Selection and Employment of Consultants by the Borrowers of the World Bank under IBRD Loans and IDA Credits and Donations" of January 2011, revised July 2014. 24.   Expressions of interest must be submitted to the Executive Secretariat of the NBA to the address below under the reference No. 02/2015/ABN/PGBFN no later than JULY 7, 2015 at 5:00 pm local time.

As part of the implementation of Water Ressources Development and Sustainable Ecosystem Management Programme the Niger Basin (WRDSEMP) and the Niger River Basin Management Project (NRBMP), funded by the World Bank, the Niger Basin Authority (NBA) is seeking applicants for three positions at the Projects’ Management and Coordination Unit (PMCU). The (WRDSEMP and RNBMP) PMCU is a regional unit under the Executive Secretariat of the NBA. The PMCU’s staff are considered as consultants and recruited on a competitive basis within nine (9) member States of the NBA. The (WRDSEM and NRBMP) PMCU is a regional unit under the Executive Secretariat of the NBA. The PMCU's staff are considered as consultants and recruited on a competitive basis within nine (9) member States of the NBA. The Executive Secretariat of the NBA is hereby inviting interested persons to submit their application (updated CV, Cover letter, copy of driver's license, copy of diplomas and labour certificates, copy of the National Identity Card, a criminal record of less than three months, etc.). Climate Risk Assessment of the Niger River Basin Sustainable Development Action Plan |

The Niger Basin Authority (NBA) and the World Bank have undertaken a joint initiative to assess the risks from climate change to the performance of NBA’s Strategic Development Action Plan (SDAP), adopted in 2008 by the Heads of State and Government of the 9 member countries of the NBA. The aim of this initiative is to build resilience to climate risks into the SDAP. This World Bank Study is supported by grants from (i) the Bank-Netherlands Partnership Program (BNPP) Trust Fund, (ii) the Trust Fund for Environmentally and Socially Sustainable Development (TFESSD) funded by Finland and Norway, (iii) the Norwegian Trust Fund (NTF), and (iv) the Trust Fund for Integrated Land and Water Management for Adaptation to Climate Variability and Change (ILWAC) funded by Denmark. The study was managed by Amal Talbi, Catherine Tovey and Emmanuel Nikiema (AFTWR). Hilaire Doffou, Regional Coordinator WRDSEM Program, was responsible for the coordination with the NBA team. The Bank mobilized a study team to develop the methodology and carry out the study, comprising Johan Grijsen (Team Leader); Dr. Casey Brown, Yonas Ghile and Ümit Taner, Hydrosystems Research Group (HRG) of the University of Massachusetts, Amherst (USA); Dr. Andover Tarhule, University of Oklahoma, Norman (USA), and Aminou Tassiou (Niger). The NBA team consisted of Dr. Abdou Guero, Technical Director NBA, Robert Y. Dessouassi, Head of the Niger Basin Observatory, Soungalo Kone, Modeling Expert at NBA and Bréhima Coulibaly, Regional Coordinator IWRM-2 Project. This Main (Summary) Report on the Climate Risk Assessment for the Sustainable Development Action program for the Niger Basin was prepared by Johan Grijsen. Part of this work has also been published in Ghile et al (2014), Grijsen et al (2013) and Tarhule et al (2014).

A.GENERALITIES The World Bank, through a CIWA (Cooperation in International Waters in Africa) grant, estimated at 7.5 million US Dollars, is planning to support the Niger Basin Authority (NBA) to strengthen the regional cooperation institutional framework on water resources in the Niger River basin. The technical assistance project being prepared (the Niger River Basin Management Project) includes two components: - Component 1: Strengthening the Niger Basin Authority for sustainably delivering its core mandate; - Component 2: Facilitating decision-making within the framework of the Fomi Multipurpose Dam Project preparation process. The Niger River Basin Management Project is planned to be implemented in five years (January 2015 – December 2019).
B.COMPLIANCE WITH ENVIRONMENTAL AND SOCIAL SAFEGUARD PROVISIONS AND PROCEDURES The Project being prepared is a technical assistance to NBA and it will not finance any physical construction on the field. Within the framework of component 2 of the said Project, following the development of a common vision and an exhaustive roadmap on the steps of the preparation of the Fomi multipurpose dam Project, partners can discuss and initiate complementary studies which could better help them in making decisions. Since the ToRs of those studies could only be developed once the latter have been defined during the implementation of the project, the Environmental and Social Management Framework (ESMF) of the Water Resources Development and Sustainable Ecosystems Management Programme (WRDSEM-P/NBA), which is being implemented and which includes the financing of the updating of the Fomi multipurpose dam technical and environmental studies, has been updated so as to cover the objective and components of the Niger River Basin Management Project. In line with the Water Charter of the Niger Basin and the operational procedures of the World Bank, the Executive Secretariat of the Niger Basin Authority has approved the updated ESMF of WRDSEM-P.
