As part of a series of support and advocacy Missions for accelerating the implementation of the Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB) in the nine beneficiary member countries of the Programme, implemented by the Niger Basin Authority (NBA), His Excellency (H.E.) Kocou Armand HOUANYE, the NBA Executive Secretary, undertook the step of the Republic of Chad from 8th to 12th June, 2026 in N’Djamena. On arrival at the Airport, the Executive Secretary and the Delegation accompanying him were warmly welcomed by a large delegation led by H.E. Abdoulaye ABDELKERIM ABBO GROU, the Ambassador Extraordinary and Plenipotentiary of the Republic of Chad to the Republic of Niger, and comprising: (i) Mr. Nassour SALEH, the NBA National Focal Structure (NFS) Coordinator and PIDACC/NB Strategic Coordinator in Chad, and (ii) Mr. Mahamat Tidjani DJIMETLE, the PIDACC/NB-Chad Coordinator. The members of the NBA Executive Secretary’s Delegation are Mr. Ibro ADAMOU, the Acting Technical Director, and Mr. Seyni SEYDOU, the PIDACC/NB Regional Coordinator.

The NBA Executive Secretary and his Delegation had the distinct honour of being received on 12th June, 2026 by Honourable Ali Kolotou Tchaïmi, the Speaker of the National Assembly of Chad, in the presence of several other Members of Parliament and members of the parliamentary administration.

The Executive Secretary expressed his deep gratitude to the Speaker of the National Assembly and the Honourable Members of Parliament. He also sought strategic guidance and political support from the Honourable Members of Parliament, in particular for: (i) increasing water-related structuring investments in the Niger Basin; (ii) strengthening relations between the NBA and member countries’ National Assemblies, including the revitalisation of the Network of the Niger Basin Members of Parliament; (iii) making operational the Regional Climate Change Adaptation Fund in the Niger Basin; (iv) holding the 13th Summit Conference of the NBA Heads of State and Government, and; (v) facilitating the regular payment of Chad’ statutory contributions to the NBA operating budget.

The Speaker of the National Assembly reassured the Executive Secretary of his willingness to support the efforts required to help address the challenges facing the NBA. He also recalled the importance of the NBA as a common Institution meant to facilitate cooperation and synergies among the nine (9) member countries basin wide. Finally, the Speaker of the National Assembly encouraged the NBA to give greater consideration to the priority of amending certain provisions governing the Institution’s operations and governance.

On 11th June, 2026, the Delegation had the honour of being received in audience by His Excellency Allamaye HALINA, the Prime Minister and Head of Government of the Republic of Chad, in the presence of the NBA Supervising Minister in Chad, the Secretary-General of the Prime Minister’s Office, the Prime Minister’s Chief of Staff and the Prime Minister’s Water Adviser. The Delegation was warmly welcomed on its arrival at the Prime Minister’s Office.

The NBA Executive Secretary briefed His Excellency the Prime Minister on the very encouraging results of PIDACC/NB in Chad. He also highlighted and commended Chad’s continued strategic and political support to the NBA.

The NBA Executive Secretary took the opportunity to seek strategic guidance from the Prime Minister to enable the NBA to hold the 13th Summit Conference of Heads of State and Government (SHSG) in the very near future and to make progress on several major initiatives, including the operationalisation of the Regional Climate Change Adaptation Fund in the Niger Basin (RCCAF/NB).

The audience was also an opportunity to discuss other issues with the Authority, including: (i) Chad’s national counterpart funding of PIDACC/NB-Chad; (ii) Chad’ statutory contributions to the NBA annual budgets, and; (iii) the full payment of the budget for the construction of the NBA Headquarters.

The Prime Minister, after welcoming the Delegation led by the Executive Secretary and wishing them a pleasant stay in Chad, reiterated that Chad attaches particular importance to the NBA, which is a space for consultation, solidarity and sustainable development. He also commended the ongoing efforts to strengthen cooperation among the NBA member countries and to increase water-related structuring investments in the Basin, including those under PIDACC/NB, which are fully aligned with the priorities of the Government of Chad, as set out in its National Development Plan (NDP), TCHAD CONNECTION 2030.

The Prime Minister reassured the Delegation that measures will be taken to enable the Republic of Chad to fulfil its statutory commitments to the NBA. He took the opportunity to draw the attention of the NBA Executive Secretary to the important issue of the representativeness of Experts, based on the principles of competence and equity, from all the NBA nine member countries within the Institution’s Executive Secretariat.

His Excellency the Prime Minister, Head of Government of the Republic of Chad, reaffirmed the Government of Chad’s willingness to support the NBA in its efforts to mobilise greater resources for implementing large-scale water-related structuring investments in the Niger Basin for the welfare of the Basin’s populations.

In the afternoon of 10th June, 2026, the NBA Executive Secretary and his Delegation were received in audience by Mr. Marcelin PASSALE KANABE, Minister of Water and Energy, the NBA Supervising Minister in Chad, in the presence of his staff, including Mr. Nour SALEH HAGGAR, the Secretary-General of the Ministry, and Mr. KEMBA DIDAH ALAIN, the Minister’s Chief of Staff.

The NBA Executive Secretary and his Delegation also met with other national Authorities and Technical and Financial Partners during the Mission, including:
- Mr. Hassan Bakhit DJAMOUS, the Minister of the Environment, Fisheries and Sustainable Development of Chad, in the presence of his staff;
- Mr. Saleh Bourma ALI, the Minister Delegate to the Minister of Finance, Budget, Economy, Planning and International Cooperation, in the presence of several of his staff, including the Secretary-General of the Ministry;
- Mrs. Fatime ALDJINEH GARFA, the Minister Delegate to the Minister of Foreign Affairs, in charge of African Integration and Chadians Abroad, in the presence of her staff;
- His Excellency Amador SANCHEZ RICO, the Ambassador of the European Union to Chad, accompanied by his staff;
- Mr. Francis SamYaya DOGO, the African Development Bank Country Manager.

All the dignitaries met expressed their willingness to do everything possible to effectively and efficiently accelerate the implementation of PIDACC/NB in Chad, with a view to enhancing the resilience of the Niger Basin populations and ecosystems to climate change.

They all reaffirmed the importance of PIDACC/NB for the nine riparian countries of the Niger Basin, including Chad, and the need to accelerate its implementation, particularly its “community and multi-purpose infrastructure, and sub-project” component. They thus reaffirmed their mutual commitment to achieving the results planned by 31st December, 2027, the programme’s closing date.

On the sidelines of the Mission to N’Djamena, the NBA Delegation held a working session with His Excellency Ambassador Ibrahim BABANI, the Executive Secretary of the Lake Chad Basin Commission (LCBC), on issues of common interest to both institutions.
