As part of a series of support and advocacy Missions for accelerating the implementation of the Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB) in the nine beneficiary member countries of the Niger Basin Authority (NBA), His Excellency (H.E.) Kocou Armand HOUANYE, the NBA Executive Secretary, is undertaking from 1st to 6th June, 2026 in Yaoundé, the step of the Mission in the Republic of Cameroon. H.E. Kocou Armand HOUANYE is leading a Delegation of the Executive Secretariat comprising the Technical Director, Mr. Ibro Adamou, the PIDACC/NB Regional Coordinator, Mr. Seyni Seydou, and the Legal Adviser, Mr. Vanlier Kontchou Guy René. At the start of the Mission, the NBA Executive Secretary and his Delegation were received in audience in the afternoon of 1st June 2026 by Mr. Alamine Ousmane Mey, the Minister of Economy, Planning and Regional Development (MINEPAT), the NBA Supervising Minister in the Republic of Cameroon.

Also present at the audience were: (i) the Coordinator of the NBA National Focal Structure and Strategic Coordinator of PIDACC/NB in Cameroon, (ii) the Representative of the Ministry of Economy and Finance, member of the NBA/NFS in Cameroon, (iii) the PIDACC/NB-Cameroon National Coordinator and, (iii) Experts of the NBA/NFS and the National Coordinating Unit of PIDACC/NB in Cameroon.

The NBA Supervising Minister in the Republic of Cameroon, following his very warm welcome address, congratulated the Executive Secretary on his appointment, before dwelling on some of the challenges facing the Niger Basin, which clearly justifies the implementation of PIDACC/NB. The Authority also reassured the Executive Secretary and his Delegation of Cameroon’s commitment to supporting the NBA in its efforts towards the integrated development of the Basin, which covers an area of about 1,500,000 km² and is home to more than 180 million people.

For his part, the NBA Executive Secretary, after expressing his deep gratitude to the relevant Cameroonian Authorities, outlined the scope of the mission and requested that the support of the Supervising Ministry be pursued and strengthened, particularly for:
- The implementation of appropriate and urgent measures to significantly improve, as early as 2026, the performance of the infrastructure component of PIDACC/NB in Cameroon;
- The operationalization in perspective of the Regional Climate Change Adaptation Fund in the Niger Basin;
- The preparation and forthcoming holding of the 13th Summit of the NBA Heads of State and Government (SHSG);
- The regular payment of Cameroon’s statutory contributions to ensure that the NBA continues to effectively and sustainably perform the mission assigned to it by its member countries;
- Construction of the NBA Headquarters.

Following the audience, the two Dignitaries reaffirmed the importance of PIDACC/NB in the Niger Basin and the need to agree on appropriate measures for accelerating its implementation pace, particularly as regards to its “community and multi-purpose infrastructures” component. They also reaffirmed their mutual commitment to achieving the expected results by 31st December, 2027, the Programme’s closing date.

Concluding the audience, Minister Alamine stated that he had taken note of the concerns raised by the Executive Secretary, while assuring him of his unwavering support to the NBA.
