An NBA three (3) day capacity building workshop, 9th to 11th September, 2025, was officially launched on Tuesday 9th September, 2025 in Conakry, Guinea. The thirty or so participants benefiting from the capacity-building workshop on both the Coordinated Management of Major Dams and the operationalisation of the Permanent Technical Committee (PTC) in the Upper Niger sub-basin include Executives of the NBA Executive Secretariat, Hydrologists, key actors from Mali and Guinea involved in the governance and sustainable and concerted management of the major dams fed by transboundary water resources in the Upper Niger Basin, and the Regional Coordinating Unit of the Users of the Niger Basin.
The workshop is part of the implementation of the “Dynamization of African Transboundary Basin Organisations for improved water resources management in a climate change context” (DYNOBA) project. Funded by the French Development Agency (FDA), it is being organised by the International Office for Water (OiEau), in collaboration with the Niger Basin Authority (NBA).
Faced with the challenges of strengthening the resilience of populations and ecosystems to climate change, meeting ever-increasing water needs resulting from, among others, demographic pressure and ensuring food and energy security, and the environmental stakes linked to the preservation of ecosystems in good condition, the coordinated management of large dams appears to be a strategic lever for guaranteeing integrated and sustainable socio-economic development in the Niger Basin. Hence the importance of this workshop, which marks an important step in the process of the initiation and operationalisation process of coordinated management of major dams in the Upper Niger sub-basin and in the Niger basin.
The opening ceremony was chaired by Mr. Ibrahima Sory CAMARA, Coordinator of the NBA National Focal Structure in Guinea, the National Director of Hydraulics of Guinea, representing the Minister of Hydraulics and Hydrocarbons, Guinea, who was unable to attend, and in the presence of Mr. Martin LEMENAGER, representing the FDA, Mr. Didier Sèyivè ZINSOU, Director of the Niger Basin Observatory, representing the NBA Executive Secretary and Alain BERNARD, representing the OiEau.
Prior to the workshop, some participants were invited to prepare presentations on: (i) the coordinated management of major dams governed by Annex No. 2 to the Niger Basin Water Charter and its procedural Guide; (ii) general information on the management of the Fomi, Sélingué and Taoussa dams, and; (iii) citizen participation in the sustainable management of new dams in the Niger Basin.
The main objective of the workshop is to contribute to the participants’ mastery of concepts on the Coordinated Dam Management (CDM) in the Niger Basin, particularly in the upper Niger Basin, and to its operationalisation. This main objective is achieved through, among other things: (i) sequencing of tasks to achieve a proper coordinated dam management; (ii) mastery of the interpretation of the CDM; (iii) control of the monitoring and reporting on the CDM to NBA’s PTC; (iv) training of NBA experts with a view to training national experts and dam managers and (v) presentation of various examples and case studies in other basins (OMVS).

Niamey, August 28, 2025 – The Nigerien capital welcomed His Excellency, Roger Baro, Minister of Environment, Water, and Sanitation of Burkina Faso and Chairman of the Council of Ministers (CCM) of the Niger Basin Authority (NBA), this morning, as part of an official visit that will last until August 31, 2025.
This high-level visit marks an important step in monitoring the functioning of NBA and strengthening cooperation with the Nigerien authorities, Technical and Financial Partners, and representatives of the Institution’s nine member countries.
Upon arrival in Niamey, the NBA/CCM met with His Excellency, Colonel MAIZAMA ABDOULAYE, Minister of Environment, Hydraulics, and Sanitation of Niger and NBA Supervising Minister, followed by a meeting with the NBA Executive Secretary, Mr. Kocou Armand HOUANEY, and the Institution’s technical team.
One of the highlights of this visit will be the meeting scheduled for August 30, 2025, with members of the media at the NBA Executive Secretariat headquarters. This meeting will be marked by the official launch of NBA’s revamped website, a retrofitted tool that will improve transparency, disseminate information, and promote the Institution’s actions in support of sustainable development in the Niger Basin.
Through this visit, and particularly this new digital communication channel, NBA reasserts its commitment to strengthening cooperation between member countries and providing greater visibility to projects and initiatives implemented throughout the basin.

The Niger Basin Authority (NBA) and MINEPAT in Cameroon are joining forces to provide the national portion of the Niger Basin with an Early Warning System (EWS) for floods. The city of Garoua in the North Region of Cameroon hosted a workshop to validate a flood risk map for the city of Garoua, which is subject to serious flooding due to climate change and human activity. The workshop brought together all the stakeholders involved in the operationalization of the EWS.
With the support of the African Development Bank (AfDB), the NBA, through its Integrated Program for Development and Adaptation to Climate Change (PIDACC-BN), is providing the city of Garoua with a reliable flood risk map caused by the overflow of the River Benue, the main tributary of the Niger River.
This map is an important element in the Early Warning System for floods in Garoua. It is a communication tool necessary for decision-making that the NBA and MINEPAT make available to the Authorities of the city of Garoua for awareness-raising and land use planning in order to significantly reduce the impacts of flooding in Garoua.
